Good day .i am new into pcb designing .I am trying to connect a uart3_tx and uart3_rx to the uC .Its not showing any connection lines .And i have tried different ways to route

Hi! Have you created a connection in the schematic first?

After that you should go by Tools->Update PCB From Schematic

I agree with @alexandershuklean. I can't see it from the screenshot, but double check net names on the pins you are trying to connect.
