Is it ok for me to use just one core layer for my HDI StackUp

The stack-up you showed will have two cores.
Layers 3 to 8 are created first. With 4+5 and 6+7 having cores. 3 and 8 are added when pressed together (first lamination cycle)
Then the blind via is added. Adding layers 2 and 9 are the next lamination cycle, followed by the micro vias from 2 to 3.
Then the last lamination cycle adding layers 1 and 10. This is followed by the micro vias and through hole vias.

You need to talk to your PCB shop because there may be more ways how stackup can be build. However I don't think they would do it with one core only. I am not expert for PCB manufacturing, but if they would only use one core, it means all the other would be prepreg and foil - that would not be very efficient for manufacturing (too many steps) and I would also worry about accuracy - layers may be slipping on all the prepregs. They would like to probably build it in as a few steps as possible and with as many cores as possible. But it also depends on specific materials and dimensions e.g. for bigger distance between layers they usually use cores, for low distance between layers they usually use prepreg.
