De-coupling cacitor placement, where is the best.

Some suggestion is that put the decoupling capacitor closest the pin as possible, another argument said that we already have power plance, and decoupling act with frequency below 200MHz so can place anywhere?
​Which statement is true and any practical data show that?

For me, the question is, if I would like to experiment where decoupling capacitors can or can not be placed or I will just rather place them as close as possible to the pins and I know that this approach works.
It is probably not the answer you have expected, however I can tell, that I read in many datasheets from manufacturers like Intel or AMD recommendations to place capacitors as close as possible to the pins and I have only seen a few articles from some sources speaking about theory of not necessarily placing the decoupling capacitors close to pins.
I personally rather follow Intel and AMD recommendations - I have used it in many boards and always worked fine. I would only experiment with placing decoupling capacitors away from the pins if it would be required.
