I am having problems when I want to merge two different gnd from a single point with net tie and polygoun pouring.I want to combine them into one piece. Any help?I can place a solid region, but I want to have a clean project that will create a violation in healt check.

I do not understand your question."Merge" and "Net tie" are contradicting each other.Looking at the layout I can only imagine that the issue is the clearance that the polygons apply to the trace in the net tie.Also, I guess you want to remove the paste mask and solder mask from the pads as they are not for a component, but functional for routing.

You might be able to create a special net-tie clearance rules that sets the clearance to the footprint to 0.I have not tried something you have, all the ones I did were more like a trace.Do you actually need to split the Gnds?

yes, pcb has already passed emc and has fcc-ce documents , this is a remake .ti also suggests the same layout.so have no worries about separating the gnds

It seems to be a 'bug' in the clearance calculation for the polygons.If I use traces or fills, it will put copper there without errors.

One other comment: you have 0402 resistors with a thermal inbalance. Chances are high that you get tombstoning there. Better add some thermal relief on the pads.
