keep out layer

I am designing a board of 8 layers stack up. Where I used 6 layers for signal routing and remaining two layers for power and ground.
I have placed a dc-dc converter on the top side and all other remaining components on the bottom side.
I want use keep out for dc-dc converter to avoid tracks under the dc - dc converter
Sir my question is can I keep out all the 6 layers of my PCB or not ?

First of - why do you want to add a keep out below your DC-DC converter?

As for the leep-out: no, you cannot state to which layers the keep-out applies.
You can place polygon pour cutouts on layers.
You can place a room and add some special rules, like "routing layers".
