Connecting Vias to internal split planes

Hi,

I am trying to split the internal planes to connect my circuit to power planes. Hence I came with this issue with the vias, was is that outer circle outside the vias? should be completely cover the split plane? See the attached image.

that is normal.. its a thermal relief to connect to you powerplane, you can change it in the rule .. connect style -> direct
but i would leave it as is..

Indeed, you are right, I was acting on the assumption that I had made a direct connection for those, hence my question. However, now is clear.

As @Paul van Avesaath noted, what you see is thermal relief used to connect VIA to a plane. I normally connect VIAs directly to planes:
