Return vias for the 3v3 rail

I noticed that Phil didn't place GND return vias in close proximity to 3v3 vias (but he did for all the other power-carrying vias). Of course in the end the whole board got stiched with GND vias, but I wonder if there was a specific reasoning behind this.

you do not really need them since it is a power rail. if it is a signal passing through you should do this but only for high speeds signals.
