what is standard footprint in allegro or altium, i mean , does anyone share it in public,i was so confused about many concept in footprint,do we really need countryard line in footprint,and have necessity to build our own footprint library?

Altium does not have a standard footprint library. Altium does share libraries you can use and you can get symbol and footprints of a lot of components through the component search panel.
However, it is customary that you create your own libraries in Altium.
A courtyard is not needed, but may help you creating better layout and documentation.

alternatively, you can use ultralibrarian.com or componentsearchengine.com
Problem is that schematic symbols and layout footprints won't be unified in one style. And you have to believe that they are correct.

I liked componentsearchengine more but for some reason part's soldermask and pads were the same size and silkscreens on most parts is kinda weird. Now I'm using my own library in Allegro 17.4

To add previous answers you make your own library generally. Altium has built in standard footprint making wizard which i use a lot. It is called "IPC Compliant Footprint Wizard". It also creates 3D model automatically. I often use sites like https://www.snapeda.com/ or https://www.3dcontentcentral.com/ (for 3D)

You don't need 3D generally, but it makes boards look nice.

Very big and good library is Celestial Altium Library made by "Mark Harris".

But whenever you use libraries, always check footprints before you use them. I always do. Sometimes there might be some mistakes, especially when you use some no name libraries.

Not sure what you mean, but you have to check your component datasheet and there are always some sections about dimensions, often recommended layout. You have to check does it fit, are pads big enough, right distance etc.
